Equity in Health Care under National Health Insurance System in Korea

Abstract
The pursuit of equity in health care is a central objective of many health care systems. This paper first examines the methodological issues relating to the evaluation of equity in health care. Then the empirical analysis which mainly uses the data from National Health and Nutrition Surveys is carried out to assess the extent of inequality in health outcomes, the finance according to ability to pay, and the distribution of health services according to health need under National Health Insurance System in Korea. The findings of the analysis show both the positive and negative evidences in terms of equity in health care.
In sum, the results suggest that inequality in the finance and delivery of health care has been fairly reduced since the introduction of National health Insurance System. As there are a good many negative evidences to be corrected, however, the government should take measures in favor of the lower socio-economic groups to improve the equity in health care continuously.
